Preheat oven at 190°c. Place mutton (both meat and bones) and spices in an oven bag and seal the bag. Place bag on tray and bake for 20 to 25 minutes until meat is tender.
Meanwhile, saute shallots until fragrant. Add in blended items and mix well. Finally, add in coconut cream and stir well, allowing to simmer over low heat until cream turns to oil. Add in baked meat along with its juices and mix thoroughly and allow it to simmer for a few minutes.
