Heat margarine or ghee in a pot, sauté almonds and raisins for 12 minutes. Dish out and set aside. Add in rice and fry for a while over a gentle low heat. Add in spices and water. Bring to a boil over a medium high heat for 56 minutes.
Reduce the heat, then cook covered until the rice is done. Add the melted margarine and seasoning and stir well to combine. Add in the fried raisins and nuts. Sprinkle in a little rose water for flavour. Cover the rice to stand for 1015 minutes before serving.
