To make the Syrup: Put all the ingredients in a large sauce pan and bring it to a boil. Stirring it often. When it start boiling lower the heat and simmer for 3 minutes. Pour syrup into a glass container and let it cool to room temperature.
To make the Liqueur: Stir into the sugar syrup 1/2 cup instant coffee until it dissolves.Pour into a screw top jar or bottle.Stir in 2 1/2 cup of vodka and 4 tsp of vanilla.Close jar and store in cool dark place for at least a week to mature- the longer , the better.
