Lightly grease baking trays and preheat oven at 175°C.
Sift flour and cornflour into a mixing bowl. Add fennel powder, baking powder, salt and sugar to mix.
Combine butter with hot water then add to the flour mixture. Lightly knead into a soft dough.
Lightly form dough into cherry-sized balls. Dip into toasted fennel seeds and place on prepared trays. Press down lightly with a fork. Bake for 15 to 17 minutes or until lightly browned in colour. Allow to cool for one minute on the trays before transferring onto wire racks to cool completely.
